A consultant uses Claude to engineer Mali’s Lakana 360 mass-interception platform

Anthropic’s September 2026 threat report says a likely Bamako-based consultant working with Mali’s ANSE used Claude as the primary engineering workforce for Lakana 360, a platform designed to monitor about 25 million SIM cards across Mali’s mobile operators and generate dossiers without a court order.

A national interception platform is major-to-historic in scale; this ledger keeps tier 3 until the 25 million SIM figure is independently confirmed. Claude was the engineering workforce, not the deployed inference stack (0.50). First-party intel (0.50). Realization is a reported built and locally deployed system Anthropic could not shut down (0.65). Durability is high if it remains in operation.

What happened

Anthropic describes call-record, SMS, and voice collection, cross-SIM voiceprint tracking, VPN/encryption flagging, geofenced watchlists, and joins to biometric registries. Claude was used to design and build the system, not as the on-premises model that later ran it; Anthropic says banning the account did not disable the deployed platform. Human Rights Watch and the U.S. State Department have separately documented Malian security-service abuses; those reports do not independently audit Lakana 360. Population-scale deployment figures remain Anthropic’s assessment.

Anthropic says one Claude subscriber built the platform; a human consultant directed the work and local models later ran it.
